Built the Way NYDFS Actually Requires: With a Named Owner for Every Control

New York runs the strictest state-level financial cybersecurity law in the country, and it doesn't accept vague assurances. NYDFS Part 500 requires a named person accountable for a covered entity's cybersecurity program, documented controls, and real consequences for getting it wrong, PayPal and OneMain Financial have both been fined under it. We build with that same discipline even for clients Part 500 doesn't technically cover, because it's simply a better way to build.

Every Control Has a Named Owner, Not a Shared Assumption

We document who's accountable for what in the architecture, the same governance discipline NYDFS requires a covered entity to maintain, whether or not your business is formally regulated.

We Maintain an Actual Asset Inventory, Not a Guess

You get a documented record of what systems exist, what they connect to, and what data they touch, the kind of inventory a real examination checks for and most vendors never produce.

We Plan for the 72-Hour Clock Before It's Ticking

NYDFS requires covered entities to report a cybersecurity event within 72 hours. We build incident response planning into the architecture from the start, not improvised the day something goes wrong.

We'll Say When Full NYDFS Coverage Doesn't Apply to You

Not every New York business is a covered entity under Part 500. We'll tell you plainly whether it applies to yours rather than selling compliance work you don't actually need.

What clients love about working with us

Passed an NYDFS-Style Examination First Try

Documentation built during the project, not assembled under pressure before an audit.

Zero Findings on Access Control

Governance and access documentation that held up when a client's own compliance team checked it.

Risk Scoring That Didn't Block Legitimate Customers

Fraud detection tuned to actual transaction data, not a generic threshold that flags real users.

The First Build Turned Into an Ongoing One

Several New York engagements that started as a single build are still active well past launch.

The City With the Strictest Financial Cybersecurity Law in the Country

New York's Department of Financial Services introduced 23 NYCRR Part 500 in 2017, the first regulation of its kind in the country, requiring banks, insurers, money transmitters, virtual currency companies, and many fintech firms operating in the state to name an accountable Chief Information Security Officer, maintain multi-factor authentication, report cybersecurity events within 72 hours, and certify compliance annually. It's been amended twice since, most recently with a phased rollout that finished in November 2025, and the enforcement is real. PayPal and OneMain Financial have both been fined for violations.

That standard shapes what serious mobile engineering looks like across the whole city, not just inside regulated banks. A meaningful share of New York's mobile app development work either falls under Part 500 directly or gets built by a team that assumes it might, since the line between a covered financial services entity and a company that simply touches financial data isn't always obvious until an examination asks.

We build for New York with that governance discipline in mind: named ownership for security decisions, a real asset inventory, and incident response planning that exists before it's needed, whether or not Part 500 technically applies to your business.

The First State-Level Financial Cybersecurity Law

NYDFS Part 500, introduced in 2017 and amended through 2025, set the national template for what regulators expect from financial services cybersecurity governance.

Real Enforcement, Not Just a Framework

PayPal and OneMain Financial have both faced multimillion-dollar NYDFS penalties, proof this regulation carries genuine consequences, not just paperwork.

A Genuinely Deep Financial and Enterprise Market

New York's density of financial institutions, fintech companies, and enterprise headquarters creates sustained demand for mobile engineering built to a governance standard, not just a feature list.

A 72-Hour Clock That Changes How You Build

NYDFS's mandatory 72-hour breach notification window means incident response has to be planned into the architecture from day one, not improvised after something goes wrong.

Mobile App Development Services for New York Companies

A meaningful share of what reaches us here touches financial services governance in some form, directly or once removed. Here's where we actually spend our time.

01

Custom Mobile App Development for New York Businesses

New York's financial services sector operates under the strictest state-level cybersecurity law in the country, and that standard shapes what serious mobile engineering looks like here even outside finance. We build iOS, Android, and cross-platform apps for New York companies with governance built in from the start: documented architecture decisions, named accountability for every control, and a codebase that survives the kind of review a regulated New York buyer actually runs. We make the platform call based on your actual requirements during discovery, not a default stack preference.

  • Native iOS development in Swift and SwiftUI for platform-deep, performance-critical apps
  • Native Android development in Kotlin and Jetpack Compose for the same reasons on the other side
  • Cross-platform builds in Flutter or React Native when one codebase genuinely fits the requirements
  • App Store and Google Play submission handled end to end, including the review process nobody enjoys
  • Post-launch iteration built into the timeline, not treated as a separate negotiation months later
Tech Stack:Swift, SwiftUI, Kotlin, Jetpack Compose, Flutter, React Native
02

AI-Powered Mobile Apps for New York Financial and Enterprise Companies

A city where NYDFS treats AI-related risk as something a regulated entity has to formally assess has genuinely high expectations for what AI in a mobile app actually needs: explainable decisions, documented evaluation, and a defined fallback for when a model is wrong. We build AI mobile features against that bar, evaluated on your own data before launch, with the documentation a New York compliance team will actually ask to see.

  • Fraud detection and risk scoring built into financial and enterprise app flows
  • AI automation with a defined fallback for when a model's confidence drops
  • Retrieval-augmented search and document intelligence built on your own content
  • Model evaluation documented well enough to explain a decision to a compliance reviewer
  • AI feature architecture built with NYDFS and CCPA data handling considerations from the schema up
Tech Stack:OpenAI, Core ML, TensorFlow Lite, LangChain, Vector Databases, FastAPI
03

Enterprise Mobile App Development for New York's Financial Sector

New York's enterprise mobile work usually means connecting a new app to decades of financial infrastructure that predates mobile entirely, and doing it in a way a regulator can actually audit. We build mobile apps that integrate cleanly with existing trading, banking, or enterprise systems using API-first architecture, with the asset inventory and access control documentation NYDFS-covered entities are required to maintain, not treated as an afterthought before an examination.

  • API-first integration with existing trading, banking, and enterprise systems
  • Single sign-on and enterprise identity provider integration for large organizations
  • Legacy application modernization for mobile apps built on outdated frameworks
  • Asset inventory and access control documentation built for NYDFS-style examination
  • Change management documentation built for procurement and security review
Tech Stack:REST APIs, GraphQL, OAuth 2.0, Okta, Azure AD, Microservices
04

Cloud Infrastructure for New York Mobile Apps

New York financial and media companies need infrastructure that holds up under both real traffic and real regulatory scrutiny, since an outage during market hours or a breaking news cycle carries consequences beyond a bad app store review. We build CI/CD pipelines and cloud infrastructure with the multi-factor authentication, access logging, and monitoring NYDFS-covered entities are required to maintain, built in from the start rather than bolted on for an audit.

  • CI/CD pipelines with automated testing before any release reaches a beta track
  • Auto-scaling infrastructure sized for real market-hours or breaking-news traffic patterns
  • Multi-factor authentication and access logging built to satisfy a regulatory examination
  • Monitoring and crash reporting configured before launch, with alerts routed to someone who responds
  • Cloud architecture across AWS, Azure, or Google Cloud, matched to what your team already runs
Tech Stack:AWS, Azure, Google Cloud, Docker, Kubernetes, Firebase
05

Mobile App Analytics for New York Enterprise and Financial Companies

New York's financial and media companies generate transaction and engagement data that a compliance team eventually asks hard questions about, and a pipeline that can't answer where a number came from is a real liability, not just an inconvenience. We build analytics systems with data lineage tracked from source to output, so a product decision or a regulatory question both get a real answer instead of a shrug.

  • Event tracking architecture designed around the product and risk questions that actually matter
  • Data lineage tracked so you can answer where a number came from, months later
  • Fraud and anomaly detection built on your own transaction history
  • Dashboards built for product, risk, and compliance teams, not just an engineering audience
  • Data pipelines that handle mobile-specific quirks: offline events, delayed syncs, duplicate reporting
Tech Stack:Mixpanel, Amplitude, BigQuery, Python, Segment, Looker
06

Hire Mobile App Developers for New York Teams

New York's engineering talent market is genuinely deep and genuinely expensive, especially for senior mobile developers with real financial-services or compliance-adjacent experience. Our staff augmentation model puts senior iOS, Android, and cross-platform engineers directly into your existing sprint without the recruiting cycle or the New York cost premium, useful for a launch push, a compliance-driven rebuild, or ongoing capacity a full-time budget doesn't currently support.

  • Senior iOS, Android, and cross-platform engineers embedded in your existing sprint cadence
  • Full integration with your existing repos, code review standards, and project tools
  • Scale the team up for a launch push, scale down once the work stabilizes
  • No recruitment fees, benefits overhead, or notice period when the engagement wraps
  • Direct access to the engineers doing the work, not an account manager relaying updates
Tech Stack:Git, Jira, Slack, GitHub Actions, Linear, Figma

Six Stages, Each With a Named Owner for What Happens Next

A city that requires named accountability for security decisions doesn't accept a vague status update as progress. Each stage below leaves behind something you can actually check.

The Technology Behind New York Mobile Apps Built for Real Scrutiny

We pick technology based on what a governed, high-scrutiny New York build actually needs, not what's trending.

Challenge

None of these problems were dramatic on their own. A duplicated call here, a stale price there. What made them expensive was how they fed each other — because listings lived in one place and enquiries in another, no agent could verify anything while standing in front of a client, so they guessed, and every guess created a correction somewhere downstream.

What We Built

We were explicit with the client early on: layering software over the existing spreadsheet habits would just add a fourth place to look. The brief we agreed on was replacement. Everything an agent touches during a working day had to live in the new system by launch, or the old habits would survive alongside it and nothing would change.

Sign-in paths

Challenge

No single failure here was fatal on its own. Stacked together, they were. A driver who can't check availability arrives at a full lot. A driver who can't pay in advance queues at the barrier. A lot with no arrival record can't settle a dispute. An owner who can't list a space themselves waits on staff. And a business with no console can't see any of it happening. Every gap made the next one more expensive.

What We Built

The client wasn't asking for a listings app with a payment button bolted on. They needed the whole operation to run on software: the driver's journey from search to departure, the owner's ability to put inventory on the platform without help, and their own ability to see and control all of it. Three audiences, one system, no manual bridge between them.

Platforms Live

Challenge

Pelvic floor rehabilitation requires a level of movement precision that standard fitness apps are not built to verify. Users performing exercises at home have no mechanism for knowing whether their form meets the biomechanical criteria that make the exercise therapeutic rather than harmful. Building a platform that bridges that gap requires solving problems in real-time pose validation, data privacy, cross-platform delivery, and subscription-based programme access that most fitness app frameworks do not address out of the box.

What We Built

The brief required productising a validated AI proof of concept into a fully deployable, subscription-based mobile fitness platform. The finished system needed to deliver real-time pose correction on standard smartphones, support structured 12-week pelvic health programmes with group and subscription access controls, and give M2 Method's team complete independence to manage content, users, and programmes without developer involvement.

What Our Client Says

Akoode Technologies has done a fantastic job developing a custom web application for my global real estate firm. They used Next.js and Node.js, which made the site incredibly fast and responsive, even on mobile devices. What really stood out was their deep research and data integration for different countries and cities, which added huge value to our platform. The design is modern, sleek, and user-friendly. From start to finish, their team was professional, supportive, and highly skilled. Yes, the pricing is slightly on the higher side, but the quality, speed, and long-term results make it completely worth it.

Governance Gets Designed In, Not Reviewed In After

Named accountability and documented controls come up in the first architecture conversation, not in a security review two weeks before launch when fixing something means rebuilding it.

No Subcontracting, No Quiet Team Handoffs

Every project stays inside Akoode's own team from kickoff through deployment. No third-party shop doing the actual work, no discovering months in that the people building your app changed without anyone mentioning it.

The Estimate Comes With the Scope That Produced It

You see the breakdown behind the number, not just the number itself. The person who quoted your timeline stays hands-on through delivery, accountable the same way NYDFS expects a named CISO to be.

Fixed Scope, Agreed Before the First Invoice

The number you agree to at kickoff is the number on the final invoice. If something changes mid-project, you hear about the cost implication before it happens, not after.

Ways to Work With Akoode on a New York Mobile App Project

Every model comes with the same baseline: dedicated engineers, full IP ownership, and documentation built for a real examination, not just a demo.

Frequently Asked Questions, Mobile App Development Company New York

Including whether NYDFS Part 500 actually applies to your business and what that changes about a build.

It designs, builds, and maintains mobile apps for iOS, Android, or both, covering the full lifecycle from discovery through post-launch support. Akoode handles platform strategy, UI/UX design, development, QA, app store submission, and ongoing maintenance for New York startups and the financial and enterprise companies the city is known for.
A tightly scoped MVP with core functionality and one platform typically runs $25,000 to $60,000. A more complete app with real-time features and financial data handling usually falls between $60,000 and $150,000. Enterprise mobile apps with deep system integration and NYDFS-grade security requirements can run $150,000 to $400,000 or more. We give a firm number after discovery, once we understand the actual scope.
It depends on what your app actually needs to do. Native development in Swift or Kotlin makes sense for deep platform integration or performance-critical features. A cross-platform build in Flutter or React Native makes sense when a single codebase doesn't meaningfully compromise the experience, which covers a genuinely large share of business apps. We make this call during discovery based on your requirements.
Yes. NYDFS Part 500 applies to covered entities under New York's Banking, Insurance, or Financial Services Law and requires named accountability, multi-factor authentication, and a documented asset inventory, among other controls. CCPA applies to apps handling California resident data. Both come up regularly given how many New York clients touch financial services, and we factor in whichever applies during discovery, not as a retrofit.
You do, fully, from the point final payment clears. No carve-outs, no quiet reuse rights. Your codebase, design assets, and data models are entirely yours, written into the agreement before any work begins.
Six stages: Discovery and Requirement Analysis, System Architecture, UI/UX Design, Agile Development, QA and Security Review, and Deployment with Post-Launch Support. Each stage has a defined output and a sign-off point before we move to the next one.
Ask to see their actual delivery process, not a portfolio of screenshots. If your business is NYDFS-regulated, ask directly how they handle Part 500's governance requirements, since a vague answer there usually means a vague answer everywhere. Check whether they subcontract to a shop you'd never meet.
It might, if your company is licensed, registered, or chartered under New York's Banking, Insurance, or Financial Services Law, which includes money transmitters, virtual currency companies, and many fintech firms, not just traditional banks. We help you figure out during discovery whether it applies and, if so, what that means for architecture, access control, and documentation.
A focused MVP typically takes 8 to 12 weeks, discovery and final QA included. A more complete app with backend integration or financial data handling usually runs 16 to 24 weeks. Enterprise apps with deep system integration and NYDFS-grade compliance can take 6 months or longer.
Always, before any real technical or commercial detail gets discussed. We use a standard mutual NDA reviewed by counsel, or we'll work from yours. Usually signed within a day of the first call.
Yes. Our staff augmentation and dedicated team models give you senior iOS, Android, or cross-platform engineers who plug into your existing sprint without the recruiting cycle and cost premium New York's talent market usually requires.
Cost is the most obvious difference. Our rates reflect the Indian engineering market, meaningfully below a comparable New York agency, while our senior engineers carry the same level of experience you'd expect locally. The time difference is real and we don't dress it up. What we build around that instead is documentation and async communication solid enough that a missed call never actually costs you anything.
